Whither Warfare - Preventing conflict; a paper for discussion

This paper has been written following the General Dynamics ‘WhitherWarfare?’ Conference held at Shrivenham 25-26 February 2010 and is offered for discussion as part of the UK Strategic Defence and Security Review in 2010.1 The paper is not a summary of discussions at the Conference but articulates a number of the issues that arose. The Conference programme is included as an attachment to this paper.

The Conference aim was to:

  • ‘examine to what degree a preventive strategy might succeed against adversaries of the future and how the military instrument should be employed to support such a strategy…’
  • The structure of this paper follows this aim and outlines some of the conclusions – and further questions – that emerged from the Conference.
